Department of Environment and Natural Resources shall develop Minimum Design Criteria for stormwater permits by September 1, 2014, in consultation with a technical working group including industry experts, engineers, environmental consultants, and UNC faculty.

Environmental Management Commission shall adopt rules establishing a fast-track permitting process for stormwater management system permits by July 1, 2016, allowing permit issuance without technical review when applications comply with Minimum Design Criteria and are prepared by qualified professionals.

Fast-track permitting rules shall specify qualified professional qualifications, application review processes, compliance verification procedures, and establish liability standards for professionals whose permit applications fail to meet the Minimum Design Criteria.

All permits issued through either standard or fast-track processes must comply with State water quality standards adopted under existing general statutes.

Act became effective upon enactment on June 12, 2013.
