Excludes hypodermic syringes, needles, and injection equipment from the definition of drug paraphernalia under North Carolina law.

Decriminalizes the use and possession of injection equipment for parenterally injecting controlled substances.

Decriminalizes the delivery, possession with intent to deliver, and manufacture with intent to deliver of injection equipment.

Removes the phrase "injecting" from statutes governing unlawful use of drug paraphernalia and possession with intent to use drug paraphernalia.

Becomes effective December 1, 2013, and applies to acts committed on or after that date.
