Exempts public utilities, electric membership corporations, and municipal electric service providers from electrical contractor licensing requirements when installing electric load control devices, provided the work is overseen by a licensed electrical contractor.

Applies exemption to installations authorized or approved by the North Carolina Utilities Commission under G.S. 62-133.8 or similar municipal programs, whether before or after the point of delivery of electric service to customers.

Eliminates permitting requirements from county and municipal building inspection departments for these utility-authorized electric load control installations and modifications.

Extends exemption to all existing installations and to businesses contracted by utilities to perform the work under licensed electrical contractor supervision.

Becomes effective upon passage.
