Removes restrictions on opening and closing dates for the Mooresville Graded School District, allowing the board of education to set school calendar dates with greater flexibility.

Eliminates the requirement that school opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for Mooresville schools.

Removes provisions allowing the State Board of Education to waive opening date requirements and grant exceptions based on "good cause" (such as weather-related closures).

Applies exclusively to Mooresville Graded School District and becomes effective for the 2013-2014 school year.
