Directs one-half of clear proceeds from penalties, forfeitures, and fines collected in Wake County General Court of Justice for multi-county criminal cases prosecuted by the Attorney General to be distributed statewide to local school administrative units based on average daily membership rather than retained locally.

Requires the Department of Public Instruction to determine each local school administrative unit's proportionate share of Wake County statewide criminal penalties and remit funds accordingly.

Modifies the priority order for disbursement of criminal case funds to allow fines directed to county school funds to be distributed to local school administrative units on a statewide basis in accordance with the updated statute.

Applies to clear proceeds of penalties, forfeitures, and fines collected on or after October 1, 2013.
