Allows Polk and Transylvania County boards of education to open schools no earlier than August 15 instead of the Monday closest to August 26.

Allows these county boards to close schools no later than June 1 instead of the Friday closest to June 11.

Removes the requirement for local boards to petition the State Board of Education for a waiver based on "good cause" (eight days of closures in four of the last ten years).

Eliminates provisions allowing modified calendar schools designated before 2003-2004 to operate under different opening and closing dates.

Takes effect immediately upon becoming law and applies beginning with the 2013-2014 school year.
