Allows governing boards of specified counties and their municipalities to adopt ordinances permitting electronic publication of legally required notices on their websites instead of or in addition to newspaper publication.

Requires counties adopting electronic notice to publish instructions on accessing notices at least monthly for 12 months in a newspaper, maintain notices on their website for at least one year, keep a separate indexed notice book, and mail or email copies to persons who request notice.

Prohibits electronic notice ordinances from superseding requirements for mailed notices to specific persons or posting signs on property, and allows counties to control notice procedures for appointed boards including boards of social services and health.

Applies to nine specified counties (Buncombe, Forsyth, Gaston, Mitchell, Moore, Perquimans, Stanly, Surry, and Watauga), all municipalities located wholly within those counties, the City of Raleigh, and the Town of Zebulon; Henderson County is added to this list effective October 1, 2016.

Becomes effective October 1, 2013, and applies to notices given on or after that date.
