Makes the name and address of lottery prize winners confidential under North Carolina law, with limited exceptions.

Allows disclosure of winner information only when the winner provides written consent or when disclosure is required by law for specific purposes.

Permits disclosure to the North Carolina Department of Revenue, Internal Revenue Service, and state tax authorities of the winner's state of residence for tax compliance purposes.

Allows disclosure to comply with debt set-off programs and supplemental proceedings against judgment debtors under state law.

Becomes effective December 1, 2013.
