Declares the right to keep and bear arms as a fundamental constitutional right in North Carolina and exempts firearms, accessories, and ammunition manufactured and kept entirely within North Carolina from federal regulation under the interstate commerce clause.

Requires firearms manufactured or sold in North Carolina under this act to be clearly marked "made in North Carolina" on a central part such as the receiver or frame.

Makes it a Class 1 misdemeanor for any North Carolina public servant, dealer, or federal official to enforce federal firearms laws against items manufactured and retained exclusively within North Carolina borders.

Allows the North Carolina Attorney General to defend citizens prosecuted by the federal government for manufacturing, selling, transferring, or possessing firearms, accessories, or ammunition made and kept exclusively within state borders.

Takes effect December 1, 2013, and applies only to offenses committed on or after that date.
