Reduces Pitt County Board of Education from 12 members to 9 members, effective December 2014.

Changes board member terms from 6 years to 4 years.

Establishes nine single-member districts for board elections (replacing the previous six districts with two members each).

All county voters may vote for all nine members, with only voters in a specific district able to vote for that district's representative.

Implements a staggered transition: in 2014, one member serves 2 years and three serve 2 years; in 2016, five members serve 4 years and four serve 2 years; all subsequent elections hold 4-year terms.
