Authorizes the City of Greensboro to establish a race and gender neutral small business enterprise program to promote small business development and enhance opportunities for small businesses to participate in City contracts.

Allows the City to define "small business enterprise," establish bid and proposal specifications with subcontracting goals, and consider bidders' compliance with small business enterprise program requirements when awarding City contracts.

Permits the City to refuse contract awards to bidders who fail to comply with small business enterprise program requirements, notwithstanding state procurement laws G.S. 143-129 and 143-131.

Changes all references in the City Charter from "building inspector" to "compliance officer" in sections related to the Board of Adjustment and Housing Commission.

Effective upon passage into law.
