Establishes the Workforce Displacement Benefit Program administered by the Office of the Governor to provide uniform payments to workers displaced by mass layoffs designated as major distress events by the Governor.

Defines "mass layoff" as a reduction-in-force affecting at least 500 employees from a single facility or business entity within a locality within a twenty-week period.

Makes benefits available only after displaced workers exhaust all eligible unemployment benefits.

Program includes uniform payout amounts and uniform eligibility periods for all participating displaced workers.

Funding appropriated from the General Fund.
