Amends G.S. 160A-360 to prohibit the Town of Weaverville from exercising extraterritorial jurisdiction outside its corporate limits, with a 120-day transition period for Buncombe County to adopt regulations in relinquished areas.

Makes a technical correction to G.S. 160A-360(m) clarifying that the City of Asheville has no authority to exercise powers outside its corporate limits.

Allows Buncombe County to zone "donut holes" (small unzoned parcels) by removing the requirement that zoning areas contain at least 640 acres and 10 separate tracts of land.

Repeals S.L. 2013-262, which established the Buncombe County Culture and Recreation Authority.

Authorizes the Board of Commissioners of Henderson County to increase the maximum allowable fire district tax ceiling from 10 cents to 15 cents per $100 of property valuation by ordinance, without requiring a voter election.
