Authorizes the Joint Legislative Oversight Committee on Justice and Public Safety to study requiring all persons arrested or imprisoned for felonies or misdemeanors to be fingerprinted and photographed.

Committee shall study which entities should be responsible for taking custody and releasing photographs and fingerprints.

Committee may examine authorizing photographs when persons are cited for violations without arrest if their identity is questioned.

Committee must report findings and recommendations to the House Appropriations Subcommittee on Justice and Public Safety and Senate Appropriations Subcommittee on Justice and Public Safety by the 2015 General Assembly convening.

Act becomes effective upon enactment.
