Change Edenton-Chowan Board of Education member terms from six years to four years.

Shift election schedule to begin in 2014 and occur biennially thereafter instead of the previous 1990-based schedule.

Modify district seat election rotation: In 2014, elect one member from seat 1 of District 3; in 2016, elect members from District 1 seat 1, District 2 seat 1, and District 3 seat 2; in 2018, elect members from District 1 seat 2, District 2 seat 2, and at-large.

Require a special two-year term election in 2014 for seat 1 of District 2 to align the staggered election schedule.

Effective upon passage on July 18, 2013.
