Delays billing by the Turnpike Authority until tolls owed by a motor vehicle owner equal or exceed $5.00.

Requires the Authority to record each toll instance and only send a bill once the total accumulated tolls reach the $5.00 threshold.

Bills must be sent within 90 days after the date of travel on which the $5.00 threshold is reached; if not sent within this timeframe, the Authority waives collection.

Bills must include vehicle owner information, travel dates and times, registration plate images if available, toll amounts, payment due date, processing fee information, and instructions for contesting liability.

Becomes effective July 1, 2013, and applies to bills sent on or after that date.
