Amends the Charter of the City of Durham to allow the Planning Commission to hold public hearings on initial zoning applications for property subject to voluntary annexation petitions prior to passage of an annexation ordinance.

Authorizes the City Council to give notice of and hold public hearings for initial zoning of voluntarily annexed property before the annexation ordinance is passed.

Requires that the City Council conduct initial zoning public hearings and vote on zoning only after passage of an annexation ordinance, even though hearings may occur beforehand.

Maintains that all zoning regulations, restrictions, and boundaries shall not become effective until the property is actually annexed to the City, at which time they take effect simultaneously with annexation.

Takes effect when signed into law.
