Authorizes the North Carolina Division of Motor Vehicles to produce a special registration plate for the Charlotte Checkers bearing the phrase "GOCHECKERS.COM" and the team's logo.

Establishes an additional $25.00 fee for the Charlotte Checkers plate beyond regular motor vehicle registration fees.

Distributes revenue from Charlotte Checkers plate sales: $10 to the Special Registration Plate Account, $15 to the Collegiate and Cultural Attraction Plate Account, and $0 to other funds.

Requires a minimum of 300 applications before the plate can be developed; quarterly transfers from plate sales go to the Charlotte Checkers Charitable Foundation to support school programming, athletics, and children's non-profit groups focused on education, physical fitness, and character development.

Becomes effective July 1, 2013.
