Modifies how the Division of Marine Fisheries provides rules access to licensees by allowing rules to be provided in written or electronic form, including through internet file downloads.

Requires a written copy of the rules to be provided to any licensee who requests one.

Allows the Fisheries Director to notify licensees of new or changed rules using electronic means instead of mail if it is more timely and cost-effective.

Requires written copies of any rule notifications to be provided to licensees upon request, even when electronic notification is used.
