Officially recognizes the Chowanoke Nation of North Carolina as an Indian tribe, effective July 1, 2013, encompassing communities in Chowan, Gates, Hertford, and Perquimans Counties.

Grants the Chowanoke Nation recognition of their rights, privileges, and immunities as an American Indian tribe with a recognized tribal governing body exercising substantial governmental duties and powers.

Adds the Chowanoke to the list of Indian tribes represented on the Council under G.S. 115C-210.1, making them eligible for inclusion among broadly representative Indian members.

Increases the State Commission of Indian Affairs from 21 to 23 representatives and adds the Chowanoke Nation with one designated member on the commission.
