• Requires a minimum of 300 applications for an NCSC plate before development can proceed.

• Directs the Division to transfer quarterly funds from the Collegiate and Cultural Attraction Plate Account derived from NCSC plate sales to the Congressional Sportsmen's Foundation to support hunters, recreational anglers, shooters, and trappers' rights in North Carolina.
