Modifies G.S. 160A-319 to exclude cable television systems and enterprises listed in G.S. 160A-311(2) and (3) from city authority to grant utility franchises.

Previously allowed cities to grant franchises for cable television systems; this change removes that authority for those specific enterprise types.

Applies only to the City of Winston-Salem and other incorporated municipalities within Forsyth County territory.

Maintains existing franchise terms: maximum 60 years for most franchises, maximum 30 years for solid waste collection or disposal systems.

Effective upon becoming law with no specified date.
