Authorizes the Division of Motor Vehicles to issue 17 new special license plates, including Charlotte Checkers, First Tee, Native Brook Trout, Red Drum, Municipality, Morehead Planetarium, NCSC, North Carolina Cattlemen's Association, Order of the Long Leaf Pine, RiverLink, Town of Holden Beach, Town of Matthews, Turtle Rescue Team, Volunteers in Law Enforcement, YMCA, and Flag of the United States of America plates.

Establishes $30.00 additional fees for most new plates and $20.00 for Mission Foundation and Municipality plates, with fees distributed to the Collegiate and Cultural Attraction Plate Account, Special Registration Plate Account, Natural Heritage Trust Fund, or Parks and Recreation Trust Fund.

Requires 300 or more applications before each new plate can be developed, and directs quarterly transfers of revenue from plate sales to designated organizations or government entities for specific programs and purposes.

Amends existing provisions to allow Vietnam Veterans of America plates for motorcycles, expands Register of Deeds plates to include retired registers, and allows Charlotte Motor Speedway plates to benefit Speedway Children's Charities.

Repeals obsolete Phi Beta Sigma Fraternity plate authorization and adds North Carolina Transportation Museum to the State Attraction Plates list.
