Establishes Contract Management Section (CMS) within the Division of Purchase and Contract, Department of Administration, to review and oversee state contracts exceeding $1 million for supplies, materials, equipment, and services.

Raises the Attorney General's contract review threshold from $1 million to $5 million for contractual services, while CMS handles review of contracts between $1-5 million.

Eliminates the Board of Awards and transfers its contract approval duties to the State Purchasing Officer and State Chief Information Officer, who must now provide monthly reports to the Joint Legislative Committee on Governmental Operations.

Requires the Department of Administration to maintain a centralized log of all state contracts exceeding $1 million, tracking contract location and identification information.

Effective October 1, 2013, requires Attorney General and Department of Administration to establish procedures for contract management implementation, with specific noticing requirements for 17 identified state entities subject to contract review laws.
