Removes the entire right-of-way of I-95 South (approximately 3.5 miles from US 74 westward to about 1,500 feet west of Exit 10) from the corporate limits of the City of Lumberton.

Deannexes a 100-foot right-of-way section of US Highway 301 running approximately 1.5 miles from US 74 southwest to SR 1164 (Back Swamp Road), plus the area between US 301 and I-95 South near a curve from US 74.

Removes the 60-foot right-of-way of SR 2422 (McDonald Road) running approximately 1.7 miles south from I-95 to SR 1003 (Chicken Road), and the 60-foot right-of-way of SR 1003 running approximately 1.5 miles southeast from I-95 to SR 2422.

Deannexes a 44.27-acre tract located approximately 5.2 miles west of Lumberton center, adjacent to and south of I-74, with detailed legal description referencing NC Grid Coordinates.

Preserves the City of Lumberton's right to collect or foreclose on any outstanding ad valorem tax liens or special assessments on the deannexed property as if it remained within city limits, effective June 30, 2013.
