Removes five specifically described tracts of land from the corporate limits of the City of Asheville, totaling approximately 675.56 acres.

Tract 1 contains 13.38 acres, Tract 2 contains 604.05 acres, Tract 3 contains 7.51 acres, Tract 4 contains 0.72 acres, and Tract 5 contains 49.90 acres.

Preserves the City of Asheville's ability to collect or foreclose on any existing tax liens and special assessments on the deannexed property after the effective date.

Becomes effective June 30, 2014.
