Prohibits local school administrative units from assessing indirect costs to child nutrition programs unless the program maintains a minimum one month's operating balance.

Defines "one month's operating balance" as net cash resources divided by one month's operating costs, with net cash resources calculated from all available monies less cash payables and liabilities.

Requires the Department of Public Instruction to calculate and publish an average monthly operating balance for each child nutrition program based on the average of three prior fiscal years' monthly balances.

Directs the North Carolina Procurement Alliance to promote optimal pricing for child nutrition program foods and supplies.

Effective July 1, 2013.
