Authorizes counties with populations of 910,000 or greater to use stormwater fees for flood control activities including purchasing property to demolish flood-prone buildings and implementing flood damage reduction on private property.

Permits counties to elevate structures, demolish flood-prone structures, or retrofit structures on private property if a county board-approved policy document is established and private property owner written consent is obtained.

Requires that county boards determine stormwater system improvements are not practically feasible or cost-effective before using funds for private property improvements, and that improvements be the minimum necessary to accomplish stormwater benefits.

Mandates that property owners receiving county improvements above a certain amount reimburse the county if the property is sold within five years, with reimbursement calculated as the difference between pre-mitigation fair market value and sale price, not to exceed total county funding.

Requires an existing stormwater advisory committee to review and approve flood damage reduction projects and submit annual reports to the county board of commissioners.
