H.B. 589 - Voter Information Verification Act (Session Law 2013-381)

• Requires photo identification to vote in person starting January 1, 2016, with exceptions for religious objections, natural disasters, and voters age 70+ with expired IDs; voters without ID may cast provisional ballots.

• Eliminates same-day voter registration and voter preregistration for 16-17 year-olds; establishes 25-day advance registration deadline for all elections.

• Restricts straight-party voting by prohibiting single-mark voting for multiple candidates of the same party; requires voter to select individual candidates.

• Makes free photo ID available through DMV for registered voters without acceptable ID and removes filing fees for certified birth certificates/marriage licenses needed to obtain voting ID.

• Implements election administration changes including: shortened one-stop early voting period (second Thursday before election), consolidation of special election dates, and decertification of direct record electronic voting machines without paper ballots by January 1, 2018.
