Eliminates the annual safety inspection requirement for motor vehicles registered in North Carolina, effective October 1, 2013.

Retains the emissions inspection program but removes the requirement that vehicles undergo safety inspection before emissions inspection, and eliminates the need for safety inspection to validate window tinting violations.

Removes the affirmative defense allowing drivers 15 days to fix unsafe tires after arrest; tire violations no longer constitute negligence per se.

Requires the Division of Motor Vehicles to develop a management improvement plan for the emissions inspection program by December 31, 2013, with annual reporting to legislative committees.

Directs the Fiscal Research Division to conduct a comprehensive fiscal review of the emissions inspection program by May 1, 2014, assessing fee adequacy, revenue projections, and budget planning improvements.
