Repeals existing G.S. 161-8 and establishes new office hour requirements for registers of deeds.

Requires registers of deeds to keep offices open during county office workdays and hours set by the board of county commissioners, with register present in person or by deputy.

Allows registers to set real estate instrument registration hours to begin no more than 30 minutes after office opens and end no more than 30 minutes before office closes.

Requires posting of office schedules, holidays, and hours on office signage, county government websites, and a statewide Secretary of State website, with at least 10 calendar days notice for planned changes (except weather/emergency closures).

Takes effect July 1, 2013.
