Requires businesses that collect consumer personal information to provide clear and conspicuous written or electronic notice to consumers that their personal information may be disclosed to third parties located outside the United States.

Notice must be provided before personal information is disclosed to entities outside the U.S. and can be included on the same form as other legally required notices.

Applies definitions of "business," "consumer," "person," and "personal information" from existing G.S. 75-61.

Violations are treated as unfair or deceptive trade practice violations under G.S. 75-1.1.

Effective date: October 1, 2013.
