Establishes volunteer school safety resource officer programs allowing sheriffs and police chiefs to assign nonsalaried special deputies/officers to provide security at public schools.

Requires volunteer officers to have prior experience as a sworn law enforcement officer or military police officer with minimum two years' service and an honorable discharge if no longer serving.

Permits volunteer school safety resource officers to carry handguns on school property while on official duty and grants them power of arrest while performing volunteer duties.

Requires volunteers to obtain updated law enforcement training certification and pass firearms proficiency standards, but exempts them from physical fitness standards (medical exam required instead).

Provides liability protection for volunteer officers, supervising law enforcement personnel, and school systems for good faith actions taken in performance of duties under the program, effective December 1, 2013.
