Allow counties to opt out of the statewide nonemergency medical transportation system for Medicaid recipients and operate their own systems instead.

Counties that opt out must reimburse the State for additional costs incurred by not participating in the statewide system.

The Department of Health and Human Services, Division of Medical Assistance, shall calculate and inform counties of the additional costs of opting out.

Additional costs include overhead expenses for county system administration beyond what the State would spend to administer the statewide system and any State liability for misuses or abuses within the county.

Effective upon enactment.
