Requires law enforcement to seize motor vehicles operated without required financial responsibility (insurance) and deliver them to the county sheriff pending trial.

Allows vehicle owners to recover seized vehicles by posting a bond of double the vehicle's value, paying towing/storage costs, or if charges are dismissed or they prove financial responsibility was maintained.

Upon conviction for operating without insurance, the court must order the seized vehicle sold at public auction with proceeds going to county school funds after deducting expenses, seizure fees, sale costs, and satisfying valid liens.

Prohibits vehicle sale if the defendant is a minor under 19, a family member of the owner with no prior felony/misdemeanor convictions, or if the owner successfully proves innocent ownership before trial.

Becomes effective December 1, 2013 for offenses committed on or after that date.
