Establishes that intellectual property developed by state employees during work hours, within the scope of employment, or using state-controlled facilities is the property of the state.

Makes intellectual property developed by local government and public school employees using state or local facilities joint property of the state and the local employing entity.

Requires the state to hold a security interest in royalties from intellectual property or information technology capabilities developed by vendors, contractors, or organizations using state or local funds, facilities, or resources, with compensation terms specified in contracts based on market analysis.

Directs the Governor to set implementation policies, and requires UNC, community colleges, the Department of Public Instruction, and local government boards to adopt and revise intellectual property and information technology development guidelines.

Protects all state data, information, and records created to protect intellectual property and information technology assets as confidential and exempt from public disclosure under state public records law, unless the Governor directs release in the public interest.
