Establishes a Temporary Redistricting Advisory Commission with five members appointed by the President Pro Tempore of the Senate, Senate minority leader, Speaker of the House, and House minority leader, with the fifth member selected by the other four members serving as chairperson.

Creates redistricting standards requiring legislative districts to be within 5% of ideal population, congressional districts within 0.1% of ideal population, with districts drawn as contiguous, compact, and respecting county and city boundaries when possible.

Prohibits drawing districts to favor political parties, incumbents, or racial/language minorities, and forbids use of incumbent addresses, voter political affiliations, previous election results, or demographic data except as required by law.

Requires the Legislative Services Office to deliver redistricting bills to the General Assembly by April 1 of years ending in one, with a three-day minimum before voting and procedures for revised plans if initial plans fail passage.

Mandates the Commission hold at least three public hearings in different geographic regions and submit a report summarizing testimony within 14 days of the initial plan delivery to the General Assembly.
