Reduces the minimum seating capacity requirement for in-stand malt beverage sales at sporting venues from 60,000 to 3,000 seats.

Eliminates the population requirement that previously limited in-stand beer sales to municipalities with populations greater than 450,000.

Directs the North Carolina Alcoholic Beverage Control Commission to adopt rules suspending alcohol sales during the latter portion of professional sporting events for public safety.

Maintains existing requirements for designated seating areas, employee training to identify underage and intoxicated persons, and availability of food and nonalcoholic beverages.
