Requires the Division of Motor Vehicles to expunge suspensions and revocations from a limited permittee or provisional licensee's driving record when the license is restored after meeting eligibility requirements for a driving eligibility certificate.

Applies to revocations for ineligibility under G.S. 20-11(n)(1) when a person submits a high school diploma, equivalent, or valid driving eligibility certificate before their eighteenth birthday.

Prohibits expunction if the person has had any prior expunction from their driving record for any reason.

Becomes effective December 1, 2013, and applies to all reinstatements occurring on or after that date.
