Removes mandatory license revocation penalties for driving while license revoked (DWLR) violations, except when the original revocation was for impaired driving or related to ignition interlock restrictions.

DWLR violations that do not trigger additional revocation are no longer considered "moving violations" for purposes of reinstatement eligibility and automatic revocation upon conviction of other offenses.

Clarifies that violations of G.S. 20-28(a) not requiring additional revocation and violations of G.S. 20-7 (driving without a regular license) shall not be counted as moving violations triggering additional revocation periods.

Maintains mandatory revocation for DWLR offenses where the original revocation was for impaired driving, substance abuse, or ignition interlock violations, with penalties of one year for first offense, two years for second, and permanent revocation for third or subsequent offenses.

Effective June 1, 2014, for offenses committed on or after that date.
