North Carolina House of Representatives affirms the state's right to claim sovereignty over powers not delegated to the federal government under the Tenth Amendment to the U.S. Constitution.

Urges the federal government to cease and desist mandates that exceed constitutionally delegated powers, effective immediately.

Calls for prohibition or repeal of compulsory federal legislation that directs states to comply under threat of penalties or loss of federal funding.

Directs the Principal Clerk to transmit a certified copy of the resolution to the President, Congress leadership, and North Carolina's Congressional Delegation.

Resolution becomes effective upon adoption.
