• Restores firearms rights to persons convicted of nonviolent felonies before December 1, 1995, whose rights were previously restored but lost due to the 1995 amendments, provided they have no subsequent felony convictions requiring forfeiture after December 1, 1995.

• Increases the petition fee for restoration of firearms rights from $200 to $250, effective October 1, 2014.

• Adds breaking and entering offenses under G.S. 14-54, 14-54.1, 14-55, and 14-56 to the list of crimes ineligible for expunction, effective December 1, 2014.

• Makes any offense that is an attempt to commit an ineligible offense also ineligible for expunction, effective December 1, 2014.
