Allows concealed handgun permit holders to carry firearms on educational property, including school campuses, buildings, and grounds, with exceptions for students and employees of those institutions.

Permits concealed handgun permit holders to carry handguns in eating establishments and restaurants that serve alcohol, unless the owner has posted a conspicuous notice prohibiting concealed carry.

Allows concealed handgun permit holders to carry handguns at parades, funeral processions, picket lines, and demonstrations, previously prohibited locations.

Clarifies that ordinary pocket knives may be carried on educational property and at regulated events if not displayed except in self-defense or as a tool, and removes restrictions on rifles carried on racks in vehicles at holiday parades and funeral processions.
