Requires tow operators to notify local law enforcement prior to moving a vehicle that was towed at the direction of someone other than the owner or operator, including vehicle description, location towed from, storage location, and retrieval contact information.

Allows notification within 30 minutes after moving the vehicle if immediate towing is necessary due to traffic obstruction or public safety concerns.

Exempts vehicles towed at a law enforcement officer's direction and vehicles removed from private lots with properly posted signage.

Requires local law enforcement to preserve towing information for at least 30 days and provide storage location and contact information to callers who can describe the vehicle and location.

Violating the notification requirement constitutes an infraction with a penalty of up to $100; effective December 1, 2013.
