Requires major facility construction and renovation projects under the Sustainable Energy-Efficient Buildings Program to demonstrate anticipated net savings before sustainable building requirements apply.

Defines net savings as construction/renovation costs plus 10-year estimated operating costs being lower with the program requirements than without them, including third-party certification costs.

Exempts renovation projects using guaranteed energy savings contracts from the net savings requirement.

Requires building rating systems to provide certification credits, preferences, or promote building materials manufactured or produced within North Carolina, including masonry, concrete, steel, textiles, and wood.

Effective October 1, 2013, for construction and renovation projects where bidding begins on or after that date.
