Expresses House support for the constitutional right of North Carolina citizens to keep and bear arms under the Second Amendment and Article I, Section 30 of the North Carolina Constitution.

Opposes any federal government infringement on the right of North Carolina residents to keep and bear arms.

References U.S. Supreme Court decisions in District of Columbia v. Heller (2008) and McDonald v. City of Chicago (2010) that upheld the Second Amendment as protecting individual rights to keep and bear arms.

States that proposed federal laws restricting guns (registration, weapon bans, background checks, and concealed carry restrictions) lack substantial scientific evidence of effectiveness in protecting public safety.

Directs the Principal Clerk to transmit a certified copy of the resolution to each member of North Carolina's congressional delegation.
