Establishes online voter registration system allowing individuals with current North Carolina driver's licenses or special ID cards to register or update voter information on a secure State Board of Elections website.

Eliminates second primary elections and instead determines party nominations by simple plurality (highest vote count), removing the 40% threshold requirement that previously triggered runoff primaries.

Expands one-stop early voting to include voting on at least one additional Saturday and at least one Sunday before elections, in addition to the final Saturday.

Requires training and certification of all election officials including county board members, chief judges, and judges through State Board of Elections programs and proficiency examinations.

Mandates high schools teach a required semester-long civics and citizenship course in senior year covering voter registration, the importance of voting, governmental structure, and the democratic process.
