Allows clerks and magistrates to issue involuntary inpatient commitment custody orders by facsimile or electronic transmission to physicians, eligible psychologists, or designees at 24-hour facilities when the respondent is physically present at the facility.

Requires physicians, eligible psychologists, and designees receiving custody orders to complete training in proper service and return of service before a clerk or magistrate may issue orders to them.

Mandates the Department of Health and Human Services collaborate with the Administrative Office of the Courts and UNC School of Government to develop implementation protocols and notify clerks and magistrates of trained personnel.

Requires the Secretary of the Department of Health and Human Services to review and update the list of designated facilities under G.S. 122C-252, ensuring designations identify specific units or areas and include all necessary areas for safe respondent movement.

Becomes effective October 1, 2013.
