Requires reporting of all gifts given by lobbyists and lobbyist principals to legislators, legislative employees, and public servants, eliminating previous exceptions for certain gift categories.

Modifies G.S. 138A-32 to change gift restrictions from "knowingly" accepting gifts to a blanket prohibition on accepting gifts from registered lobbyists and lobbyist principals.

Expands reporting requirements in G.S. 120C-402 and 120C-403 to cover all reportable gift expenditures rather than limiting to specific enumerated categories or dollar thresholds.

Increases civil penalties for violations of lobbying regulations, adding fines up to three times the value of any unreported gifts or reportable expenditures.

Becomes effective December 1, 2013, and applies to all gifts given on or after that date.
