Requires qualified providers to be prequalified by the State Energy Office and defines "qualified reviewer" as a licensed architect or engineer experienced in energy efficiency measures.

Allows governmental units to enter directly into additional performance contracts with the same qualified provider within five years without a new request for proposals, subject to State Energy Office review.

Establishes a formal selection process requiring a qualified reviewer to evaluate proposals, creation of a finalist short list, and cost-savings analysis by the top-ranked provider before contract award.

Changes the security bond requirement from 100% of total contract cost to 100% of annual guaranteed savings, and establishes specific measurement and verification methodologies using DOE or IPMVP standards.

Prohibits University of North Carolina constituent institutions (except North Carolina State University through June 30, 2013) from implementing energy conservation measures outside of guaranteed energy savings contracts.
